The new WestConnex M4 tunnels and the widened M4 includes 5.5 km tunnels and approximately 7.5 km of surface roads. The New M4 tunnels opened to traffic in July 2019, improving travel time, movement of motor vehicles, public transport and freight through the corridor.

Project overview
WestConnex New M4 (the new M4 tunnels and the widened M4), includes 5.5 km tunnels and approximately 7.5 km of surface roads. The WestConnex New M4 links the M4 at Parramatta to the west, and Wattle Street and Parramatta Road at Haberfield to the east. The New M4 tunnels opened to traffic in July 2019. The Infrastructure Sustainability Council of Australia recently recognized the WestConnex M4 with a “Leading” rating, in recognition of the environmental performance during the project’s construction and into operations.
Our involvement
The EMM Asset Delivery team led the WestConnex new M4 and M4 widening CSSI EISs approvals and management of environmental issues through project delivery. This included involvement in the concept design and business case development, procurement, project approvals, delivery phase through to operation. As one of Sydney’s most high-profile and highly scrutinized linear infrastructure projects, the team required a solid understanding of the full lifecycle of complex CSSI projects. The team also needed to find innovative ways to fast track the commencement of construction. This was achieved through adopting a non “business as usual” approval to post approval documentation and stakeholder engagement. The project was able to commence works approximately five months faster than a comparable CSSI project by developing CEMP documentation for submission with RTS enabling DPE to approve documents concurrently with planning approval.
