St Peter’s Concrete Batching Plant and Materials Handling Facility - Mod 11 and 12

Project overview
Boral Resources (NSW) Pty Ltd (Boral) owns and operates a concrete batching plant and construction materials handling facility at 25 Burrows Road South, St Peters. Modifications to the site's development consent were proposed to increase concrete production and throughput of the materials handling facility.

An increased concrete production limit of 750,000 m3 per annum was sought for the site in an initial modification (Mod 11), an increase of 470,000 m3 per annum. To achieve this increase, EMM assessed the upgrades to the existing concrete plant to include an additional two alleys, with an additional six silos for cement storage and increase of existing raw material storage. In addition, an increase in the concrete production and materials handling facility throughput required a new aggregate reclaiming conveyor, upgrades to the site's surface water management system, and the installation of a second weighbridge.

EMM subsequently assisted Boral with a further modification (Mod 12) to the development consent, to achieve a greater level of flexibility in management of the two parts of the business, being the concrete batching plant and materials handling facility. This had the effect of enabling one part of the business to scale up or down commensurate with the other part of the business; in effect, if the concrete batching required an increase in production/throughput, the materials handling operations can subsequently scale down, to ensure that the combined traffic movements do not exceed the total approved for the site. This provided the business with increased flexibility for its operations to adjust to market demands.

Our involvement
EMM was engaged by Boral to undertake noise, air quality, traffic and surface water assessments to evaluate the likely impact on the amenity and the surrounding environment when assessed against applicable criteria and standards. The site is located within an existing industrial precinct and has historically been used for significant industrial and commercial land uses. Subject to the implementation of existing and proposed environmental mitigation, management and monitoring measures, Modifications 11 and 12 were deemed to have a minimal environmental impact, and were approved under the EP&A Act.
