Project overview
Benedict Recycling propose to construct and operate the Penrith Waste Recycling and Transfer Facility. Once constructed, it is anticipated to process up to 180,000 tonnes per annum of pre‐classified general solid (non‐putrescible) waste including building and demolition waste, selected commercial and industrial waste, soils, vegetation, virgin excavated natural material, excavated natural material, metals, rail ballast and spoil. Waste will be processed (screened and sorted) to produce saleable recycled materials.

Classified as State significant development (SSD) under Part 4 of the Environmental Planning and Assessment Act 1979 (EP&A Act) the proposed development has a capital investment value of $1.8 million and is expected to generate 25 construction jobs and 12 operational jobs.
Our involvement
EMM was engaged by Benedict Recycling to prepare an EIS to assess the potential impacts of the proposed Project pursuant to Part 4 of the EP&A Act. A subsequent amended development application included fully enclosing the facility in an appropriately bunded building and removed waste processing activities beyond receival and sorting in order to address the concerns raised in submissions by improving environmental performance. The Department’s assessment concluded that the impacts of the development could be mitigated and/or managed to ensure an acceptable level of environmental performance, subject to the recommended conditions of consent.
