Allan Young

National Technical Leader, Planning

As National Technical Leader in Planning, Allan brings outstanding knowledge gained in his distinguished career in planning and policy in Government at executive level, including Department of Premier and Cabinet, Department of Planning and Environment, NSW Roads and Maritime Services, Sydney Water and National Parks and Wildlife Service. Allan also founded and directed his own planning consultancy for five years.

Allan has all-encompassing experience in land use planning and natural resource management in urban and regional planning. In Government, he was instrumental in the creation and reform of planning laws and policies and provision of strategic advice at Commonwealth, State and local levels, including COAG (Council of Australian Governments).

Allan has a proven record in working productively and respectfully with project stakeholders to find innovative and practical solutions to the complex legal and policy issues of major developments. This experience informs the work of EMM consultants with clients and all stakeholders.

Allan has a Master of Urban and Regional Planning, Sydney University. His many awards included a Fulbright Scholarship (Urban planning, 2013) and a Churchill Fellowship (Coastal management, 2015). Allan is a Registered Planner of the Planning Institute of Australia.
